The Right Honourable Sir Anthony Hooper

Sir Anthony has a long and distinguished legal career as an academic, barrister and a Judge of the High Court and of the Court of Appeal in England and Wales. He is now a member of Matrix Chambers in London.

Sir Anthony has worked extensively for the World Bank, the European Union Anti-Corruption Initiative, the International Development Law Association, the Council of Europe and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. He is a consultant of the Stolen Assets Recovery Initiative, a joint programme of the World Bank and the United Nations Office on Drugs and Crime. He is helping in the planning and organisation of training for East African judges on stolen asset recovery. In November 2018, Sir Anthony was appointed Chairman of the Public Council of International Experts of Ukraine and spent time assisting in the selection of judges for the new anti-corruption court.

Sir Anthony advises on issues of asset recovery, corruption, money laundering, terrorist financing, mutual legal assistance, criminal justice, judicial ethics and judicial appointments and re-evaluation. He also acts as a mediator and arbitrator and has a significant private practice assisting in substantial domestic and international litigation.
